Description
UNDERGOV (ERC Consolidator Grant) examines how criminal and criminalised actors co-produce transnational migration governance. In the Italy case, the researcher will study the nexus between human trafficking, labour exploitation and migration governance under strong state and EU regulation. The empirical focus privileges the Province of Latina and Indian workers in the agri-food sector: recruitment and brokerage chains, coercion and document-based blackmail, debt, constrained mobility, and unequal access to rights and protection. The study will analyse how these circuits interact with residence-permit and regularisation policies, labour inspections and criminaljustice practices, and with public narratives that produce “illegality”. Methods include multiscalar ethnography and interviews with workers, brokers, unions/NGOs, inspectors and decision-makers, plus document research and NVivo systematisation for cross-case comparison.
