Description
UNDERGOV (ERC Consolidator Grant) examines how human-smuggling networks and criminalised actors co-produce transnational migration governance. In the Indonesia case, the researcher will investigate smuggling as a regional infrastructure of mobility: Indonesia as an exit platform for onward movement to nearby countries and as a transit hub for migrants and asylum seekers (especially from Central Asia) en route to Australia. The study analyses how facilitation networks leverage Indonesia’s island geography, coastlines and maritime routes, and how these practices intersect with ambivalent national migration governance and with regional dynamics shaped by external and regional actors (Australia, ASEAN). Methods include multi-scalar ethnography, field observation and interviews with migrants, brokers, local communities, practitioners and decision-makers; desk and digital research; and cross-case comparison through the shared NVivo dataset and team-based analytical work.
