Regions in the multilevel administrativesystem: proposal for a new statutoryphase (ReSam-26.28)
The research aims to analyse the state of the statutory autonomy of the Italian Regions within the Republican multilevel legal system, in order to verify its coherence with the current Constitutional framework, as modified by the 2001 Titolo V constitutional reform, and to identify its main inconsistencies. The target of the in-depth study is to reaffirm the Regions’ political and administrative centrality within their own territories, following the hypothesis that an overall revision of their statutes’ contents may enhance Regions’ location at the crossroads among European institutions, the State administration and local autonomies. The research is co-funded by the Emilia-Romagna Region, whose interest in the research activity is linked with the political intention to discuss on the possibility of reforming its own statute.
